VERIFICATION SYSTEM – PILOT IMPLEMENTATION
1. What is the new online contract verification system?
As an offshoot of the online submission system for contract verification launched by the Migrant Workers Office – Dubai and Northern Emirates in June 2022 which was able to approve almost 50,000 employment contracts and in compliance with the directive of President Ferdinand R. Marcos Jr. to digitalize vital government services, the Department of Migrant Workers (DMW), through its Migrant Workers Office – Dubai (MWO-Dubai), is pilot testing a digital contract verification system in the UAE starting 07 July 2025, in partnership with DataFlow Group, a globally recognized leader in verification and workforce mobility technology. This game-changing system allows Overseas Filipino Workers (OFWs) to submit documents and make payments online, without needing to visit MWO-Dubai. With a direct link to the DMW Portal E-Registration system, the Overseas Employment Certificate (OEC) will be automatically generated, ensuring a smooth, hassle-free experience.
2. How will the new online contract verification system benefit OFWs?
The new system will allow OFWs to submit their contracts and pay the contract verification fee online, thus not having to visit MWO-Dubai. Now, OFWs can access and have their documents verified anytime, anywhere—saving time and other resources.
3. Will the onsite contract verification process be discontinued?
No.
The contract verification process conducted in MWO-Dubai will still be available to those who wish to have their documents verified onsite one working day before their flight.
The online verification is simply an additional option.
4. How/where can I access the online verification system?

5. Is there a mobile App available for the online verification system?
For the pilot phase, the service will be available on the web via links shared by MWO-Dubai and MWO-Abu Dhabi on its website and Facebook page.
The application page is optimized on any mobile browser on your phone (Google Chrome, Opera, Safari, etc.)
6. Who may apply in the new online contract verification system?
This online contract verification service is for Balik-Manggagawa Overseas Filipino Workers with employment contracts and visa under the jurisdiction of MWO-Dubai who do not have a verified contract required for the issuance of the OEC. This service does not cover seabased visa categories.
For Dubai, Ajman, Fujairah, Ras Al Khaimah, Sharjah, and Umm Al Quwain visa holders, please choose MWO-Dubai as processing office.
7. Who are DISQUALIFIED from applying in the online contract verification system?
If any of the following statements is applicable to you, please DO NOT APPLY.
- You are not an employment visa holder (e.g., investor, partner, husband/wife/dependent, student, visit, etc.)
- Your basic salary is below AED 1,500.00.
- You are below 24 years old and working as a domestic worker;
- Your visa designation is categorized as seabased work (e.g., seaman, steward, deckhand, boat driver, boat captain, and the like).
- You engaged in visa trading (you or someone else bought the visa for you);
- You are a domestic worker but is currently holding a company visa;
- You are not working in the company sponsoring your visa;
- You do not hold a legitimate freelance visa;
- Your company visa sponsor no longer exists (i.e., does not have an office or the like);
- You are not receiving your salaries through Wages Protection System and/or directly to your bank account;
- Your company sponsor’s license has already expired;
8. What are the required documents for the new online contract verification system?

9. What if I do not have the required documents?
The system will not allow you to proceed without uploading mandatory documents. Optional documents may be skipped
10. What happens if I submitted incomplete documents?
In the event of failure to upload complete documents, your application will be disapproved. To avoid disapproval, please ensure that you submit clear and complete copy of all required documents, i.e., all pages of the employment contract, both pages of the Emirates ID, and passport data page.
11. What happens if my application is rejected?
During the pilot phase, if your contract is rejected, you will receive an email from the concerned MWO explaining the reason for rejection and the requirements for approval.
12. Who owns my data and what happens to my privacy?
DataFlow acts as a platform through which your data passes, but all contracts and personal data are stored securely in the DMW database.
13. Are there fees that I need to pay?
The contract verification fee is AED 40.00, payable to the MWO.
A convenience fee of AED 21.50 is also applied when submitting documentsonline. This fee helps cover system maintenance and validation services and is paid to the service provider, i.e., DataFlow Group.
The verification fee is paid only upon approval of the application, while the convenience fee is paid at the onset of the application. A separate online payment gateway charge of AED 1.00 will be charged when paying the verification fee and this will go directly to the bank
14. How do I pay online?
You can pay using any debit/credit card via a secure payment gateway. Other payment options will be added as the service expands.
15. Where can I ask questions if I am having difficulties using the system?
For Dubai, Ajman, Fujairah, Ras Al Khaimah, Sharjah, Umm Al Quwain visa holders: You may send an email to: onlineverification.mwodubai@dmw.gov.ph
16. Where can I get a copy of my verified documents?
Once your contract is verified, you will be notified through email and can instantly download the verified contract from the website.
17. Will I be able to print OEC if I use the new online verification system? (How quickly can my OEC be generated?)
Once payment of verification fee is completed and contract is successfully verified online, your OEC will become available in your E-Registration system account at portal.dmw.gov.ph within 24 hours.
18. Is there a daily application limit in the online contract verification system?
For the pilot implementation, the online verification system will initially accept two hundred (200) applications from Mondays to Fridays starting at 08:00 AM and automatically close once the limit is reached or at 11:59 PM on the same day, whichever comes first. The daily limit may be increased over time depending on the availability of evaluators and system capacity.
To be considered part of the daily limit, applicants must be able to register and complete the payment of convenience fee to DataFlow group. If the daily limit has been reached, the applicant may come back the following working day at 08:00 AM to complete their application and payment.
19. How long will the whole online contract verification process and OEC issuance take? What is the standard process cycle time (PCT)?
The standard PCT for this process is three (3) working days, subject to submission of correct and complete documents and payment of appropriate fees. If correct and complete documents are submitted and the verification fee is paid right after receipt of notice of payment, then the applicant will see his/her verified contract and OEC online within the 3-working day PCT.
20. I am a Balik-Manggagawa with previously verified documents and OEC. Do I need to use the new system in order to secure an OEC exemption?
The existing E-Registration system is still available, and you may secure an exemption from it. Re-submitting your documents in the new system is not necessary, unless there are changes in your company name and/or employment title

1. Ano ang bagong online contract verification system?
Bilang resulta ng online submission system sa contract verification na ipinatupad ng Migrant Workers Office – Dubai at Northern Emirates simula noong Hunyo 2022, na nakapag-apruba ng halos 50,000 employment contracts at bilang pagtalima sa direktiba ni Pangulong Ferdinand R. Marcos Jr. na i-digitalize ang mahahalagang serbisyo ng gobyerno, magpapa-pilot test ang Department of Migrant Workers (DMW) sa pamamagitan ng Migrant Workers Office – Dubai (MWO-Dubai) ng isang digital contract verification system simula sa ika-pito ng Hulyo 2025, sa pakikipagtulungan ng DataFlow Group, isang kilalang kumpanya pagdating sa pag-verify at pagproseso ng mga dokumento ng mga nagtatrabaho sa ibang bansa. Ang makabagong sistema ay magbibigay daan sa mga Overseas Filipino Workers (OFWs) na magsumite ng mga dokumento at magbayad online, nang hindi na kailangang pumunta sa MWO-Dubai. Ang online contract verification system ay para sa mga Balik-Manggagawa (Returning OFWs) na may employment contract at visa sa ilalim ng hurisdiksyon ng MWO-Dubai at wala pang verified contract na kailangan para makakuha ng OEC. Hindi saklaw ng serbisyong ito ang seabased visa categories.
Para sa Dubai, Ajman, Fujairah, Ras Al Khaimah, Sharjah, at Umm Al Quwain visa holders, piliin ang MWO-Dubai bilang processing office.
7. Sino ang DISQUALIFIED sa pag-apply sa online contract verification system?
HUWAG NANG MAG-APPLY kung isa sa mga sumusunod ay tumutukoy sa iyo o sa iyong sitwasyon:
- Hindi employment visa ang hawak mo (tulad ng investor, partner, husband/wife/dependent, student, visit, atbp.)
- Ang iyong basic salary ay mas mababa sa AED 1,500.00;
- Ikaw ay mas bata sa 24 taong gulang na nagtra-trabaho bilang domestic worker;
- Ang iyong position sa iyong visa ay bilang seabased work (katulad ng seaman, steward, deckhand, boat driver, boat captain, atbp.).
- Ikaw ay bumili o binilhan ng visa;
- Ikaw ay domestic worker na company visa ang hawak
- Ikaw ay hindi nagtra-trabaho sa kumpanya na siyang nagsponsor ng iyong visa;
- Ikaw ay walang hawak na lehitimong freelance visa;
- Ang kumpanya na nagsponsor ng iyong visa ay hindi na nag-ooperate (wala na itong opisina);
- Hindi mo natatanggap ang iyong sweldo sa pamamagitan ng Wages Protection System o diretso sa iyong bank account;
- Ang lisensya ng kumpanya na nagsponsor ng iyong visa ay nagexpired na;
- Ang iyong kumpanya ay mayroong MOHRE violation/s at/o blocked na sa MOHRE.
8. Ano ang mga kailangang dokumento para sa bagong contract verification system?
Para MWO-Dubai, ang mga checklist para sa contract verification ay makikita sa kanilang website (https://mwodubai.org/contractverification/) at Facebook page (https://www.facebook.com/MWODubaiAndNorthernEmirates).
Ang online application system ay magkakaroon ng step-by-step na gabay para sa buong proseso ng pagsusumite.
9. Paano kung wala akong hawak na required na dokumento o wala ako ng mga ito?
Hindi ka papayagan ng sistema na magpatuloy nang hindi ina-upload ang mga mandatory na dokumento. Ang mga optional na dokumento naman ay maaaring laktawan.
10. Ano ang mangyayari kung hindi kumpleto ang inasumite kong mga
dokumento?
Sa pagkakataong hindi mo maipasa ang kumpletong mga dokumento, ang iyong aplikasyon ay madi-DISAPPROVE. Upang maiwasan ang disapproval, tiyaking magsumite ng malinaw at kumpletong kopya ng lahat ng kinakailangang dokumento, gaya ng lahat ng pahina ng kontrata sa trabaho, parehong pahina ng Emirates ID, at pahina ng datos ng pasaporte.
11. Anong mangyayari kung na-reject or hindi na-approve ang aking application?
Sa pilot phase, kung ang iyong application ay ma-reject, makakatanggap ka ng email mula sa MWO na naglalaman ng dahilan ng pagka-reject o pagkadisapprove ng iyong aplikasyon at paraan upang maisayos ang inyong mga dokumento.
12. Sino ang magmamay-ari ng aking data at ano ang mangyayari sa aking privacy?
Ang DataFlow ay nagsisilbing platform kung saan dumadaan ang iyong data, ngunit ang lahat ng kontrata at personal na impormasyon ay nakaimbak nang ligtas sa database ng DMW.
13. Mayroon ba akong dapat na bayaran?
Ang fee para sa beripikasyon ng kontrata ay AED 40.00, na ibabayad sa MWO.
Mayroon ding convenience fee na AED 21.50 na ipapataw kapag nagsumite ng mga dokumento online. Ang convenience fee ang sumasagot para sa maintenance ng sistema at ibang data validation services, at ito ay binabayaran sa service provider, ibig sabihin, sa DataFlow Group.
Binabayaran lamang ang verification fee kapag aprubado na ang aplikasyon, habang ang convenience fee naman ay binabayaran sa simula ng aplikasyon. May hiwalay na bayad na AED 1.00 para sa online payment gateway na sisingilin kapag nagbayad ng verification fee, at ito ay direktang mapupunta sa bangko.
14. Paano magbayad online?
Maaaring magbayad gamit ang anumang debit/credit card sa pamamagitan ng isang secure na payment gateway. Magdagdag ng iba pang mga opsyon sa pagbabayad habang pinapalawak ang serbisyo.
15. Saan maaring magtanong kung nahihirapan akong mag-apply online gamit ang system?

16. Saan ako makakuha ng kopya ng aking verified documents?
Kapag na-verify na ang iyong kontrata, ikaw ay aabisuhan sa pamamagitan ng email at maaari mong agad na i-download ang na-verify na kontrata mula sa website.
17. Makakapag-print ba ako ng OEC kung gagamitin ko ang bagong online verification system? Gaano kabilis bago ma-generate ang aking OEC?
Matapos matagumpay na nabayaran ang verification fee at na-verify ang kontrata online, ang iyong OEC ay magiging available sa iyong ERegistration account sa portal.dmw.gov.ph within 24 hours
18. Mayroon bang limit sa pag-aapply sa bagong contract verification system bawat araw?
Para sa pilot implementation, ang online verification system ay tatanggap muna ng dalawang daang (200) aplikasyon mula Lunes hanggang Biyernes simula alas-8:00 ng umaga at awtomatikong magsasara kapag naabot na ang limitasyon o pagsapit ng alas-11:59 ng gabi sa parehong araw, alinman ang mauna. Maaaring tumaas ang arawang limitasyon sa paglipas ng panahon depende sa dami ng available na tagasuri at kapasidad ng sistema.
Upang maisama sa daily limit, kailangang makapagrehistro at makabayad ng convenience fee sa DataFlow group ang mga aplikante. Kapag naabot na ang daily limit, maaaring bumalik ang aplikante sa susunod na araw alas8:00 ng umaga upang ipagpatuloy ang kanilang aplikasyon at pagbabayad.
19. Gaano katagal ang buong proseso ng online contract verification and OEC issuance? Ano ang standard process cycle time (PCT)?
Ang standard PCT para sa prosesong ito ay three (3) working days, na nakasalalay sa pagsusumite ng kumpleto at tamang dokumento at pagbabayad ng naaayong fees. Kung kumpleto at tama ang isinumiteng mga dokumento at agarang nabayaran ang verification fee pagkatanggap ng notice of payment, makikita ng aplikante ang kanyang verified contract at OEC sa loob ng standard PCT na 3 working days.
20. Ako ay isang Balik-Manggagawa na may naunang verified na dokumento at OEC. Kailangan ko bang gamitin ang bagong sistema upang makakuha ng OEC exemption?
Hindi. Ang E-Registration system ay available pa rin at maaari kang kumuha ng exemption mula rito. Hindi kailangang muling isumite ang iyong mga dokumento sa bagong online contract verification system, maliban na lamang kung may pagbabago sa iyong company name o employment title.
21. May mga suggestion ako. Paano ako makakapagbigay ng feedback?
Importante sa amin ang opinyon mo! Pagkatapos ng contract verification, magpapadala kami ng survey. Doon ka puwedeng magbigay ng feedback at suggestions para mas mapabuti pa namin ang serbisyo.
22. Paano ako makakatulong para mas makilala ito?
Sabihin mo lang sa mga kapwa OFW mo kung gaano kaganda at kapakipakinabang ang serbisyong ito. Ikwento mo sa kanila at i-share mo online para mas marami pa ang makinabang!
